Locates the single version block in a <properties> element: the lines between the BEGIN.DEPENDENCY.VERSIONS and END.DEPENDENCY.VERSIONS marker comments.

A properties element with no markers at all is not an error. That is how a release line whose properties have not been sorted yet stays green while the check travels ahead of the sorting on an automatic upmerge. Markers that are present but unbalanced are an error, because they mean someone half-changed the convention.
